فالكتاب يقدم خارطة طريق قانونية للمثقفين والمحامين ومتضرري جرائم الإرهاب الدولي لإقامة الدعوى الجزائية المعاقبة المجرمين مرتكبي هذا النوع من الجرائم دون حصانة لأحد وبغض النظر عن صفة الجاني سواء كان (رئيس دولة – رئيس حكومة – وزير – قائد عسكري ...) على اعتبار أن هذه الجرائم من نوع الجرائم الدولية اصلاً طبقاً لوصف قانون آخر مضافاً لها صفة الإرهاب كظرف مشدد مما يفتح الباب كاملاً لتطبيق إجراءات قانونية محددة على المستوى الوطني والدولي لغرض إقامة الدعويين الجزائية والمدنية بحق المجرمين مرتكبي جرائم الإرهاب الدولي أمام المحاكم الوطنية للدول ابتداءاً فاذا تقاعس القضاء الوطني أو كانت الدولة تحت الإحتلال الأجنبي فإن الإختصاص في التحقيق والمحاكمة ينشأ لقضاء المحكمة الجنائية الدولية / لاهاي، لتطبيق العدالة الجنائية الدولية وفقاً لقواعد وأحكام النظام الساسي للمحكمة الجنائية الدولية.
سيتم تناول الموضوع من خلال ثلاثة فصول نعالج في الفصل الأول مفهوم الإرهاب الدولي؛ أما الفصل الثاني فقد تناول المحكمة الجنائية الدولية واختصاصاتها. وفي الفصل الثالث والأخير نتناول المسؤولية الجنائية لمرتكبي جرائم الإرهاب الدولي مع بيان حقوق ضحايا الجرائم الدولية في القانون الدولي العام.
