يعتبر التخطيط العمراني أحد الجوانب الحضارية الهامة في حياة الشعوب والأمم، ونظراً لأن هذا النوع من التخطيط لم يأخذ نصيبه بعد من البحث والتطبيق في كثير من دول العالم النامي عامة والدول العربية خاصة، فقد كان لا بد من لبغوص في حيثيات هذا الموضوع الهام، فجاءت هذه المحاولة للتركيز على إحدى الجزئيات الهامة في هذا النوع من التخطيط ألا وهي المعايير التخطيطية.
فالحديث عن التخطيط العمراني هو حديث عن المعايير التخطيطية والعكس صحيح، ولما كان مفهوم المعايير هو مفهوم نسبي يختلف من بيئة لأخرى ومن منطقة لأخرى ومن زمن لأخر، فقد جاءت هذه الدراسة في محاولة للتركيز على الفلسفة التي تنطلق منها عملية إعداد دليل للمعايير التخطيطية، وأيضاً للتركيز على منهجية إعداد هذا الدليل، ولتعميم الفائدة فقد تم تزويد الكتاب بأمثلة حية وتجارب من دولتين عربيتين هما الجماهيرية العظمى والمملكة العربية السعودية وأضيف إليها أيضاً تجربة دولية أخرى وهي تجربة جزيرة هونج كونج لكي يتمكن القارئ من ربط الجانب النظري والفلسفي بمعطيات هذه التجارب في هذا المجال.
إشتمل الكتاب على ثمانية فصول جاءت جميعها من قراءات ومصادر مختلفة.
