بدأ علم التخطيط يفرض نفسه على واقع مجتمعاتنا بعد أن تبين أن كل الحلول المطروحة من غير حقل التخطيط يفرض نفسه على واقع مجتمعاتنا بعد أن تبين أن كل الحلول المطروحة من غير حقل التخطيط أثبتت فشلها، بل ومساهمتها في استفحال كثير من المشكلات البيئية والعمرانية التي ما زالت عصية رغم كل محاولات حلها. فالتخطيط العمراني كان وما زال الطريق الذي يمكن أن تعبره المجتمعات لخلق بيئات عمرانية صحية ومستدامة. ولما كانت البيئات العمرانية التي نشكلها بأموالنا وفكرنا تعود وكما قال وزير خارجية بريطانيا الأسبق تشرشل لتشكل شخصياتنا وثقافتنا، وبالتالي فإن سوء تنظيم الأراضي واستعمالاتها وهشاشة التصميم وضعف التخطيط تقود مجتمعة ليس فقط إلى خلق بيئة عمرانية غير صالحة للحياة بل تعمل أيضاً على تدمير شخصية الإنسان الذي يعيش فيها، من هنا تبرز أهمية التخطيط العمراني موضوع هذا الكتاب والذي حاول الباحث من خلاله تسليط الضوء على كيفية إعداد المخططات الإقليمية أو الهيكلية ومن ثم آلية إعداد المخططات العمرانية التفصيلية والعامة للتجمعات العمرانية.
