إذا كان الرجوع إلى الموسوعات والمعاجم المتخصصة قد أسهم في إزالة جانب كبير من الإلتباس وخلط المفاهيم الذي أحاط بمفهوم البرلمان، فإن الرجوع إلى ذات الموسوعات والمعاجم المتخصصة للوقوف إلى تأصيل مفهوم المجتمع المدني لم يزد الأمر إلا حيرة وإضطراباً حيث لم يجد الباحث توضيحاً حقيقياً للمفهوم يحدد أبعاده ويعبر عن فهم حقيقي لمضمونه في أي من هذه الموسوعات والمعاجم المتخصصة، فيما عدا معجم المصطلحات السياسية الصادر عام 1994 وموسوعة الديمقراطية الصادرة عام 1995.
ولكن وجد الباحث في ذات الوقت كماً هائلاً من الدراسات والمقالات المؤلفة والمترجمة فضلاً عن العديد من الندوات والمؤتمرات والتي نشر معظمها بدءاً من الأعوام الأولى من عقد التسعينات التي تبحث وتؤصل للمفهوم من مختلف الزوايا بحثاً عن تطوره التاريخي في سياقه الغربي ودلالاته ومؤشراته في ذلك الإطار ومدى صلاحيته للنقل إلى الإطار العربي وما إذا كان هناك مفهوم بديل يمكن الإستعانة به أم لا، حتى وصل الأمر بأحد الكتاب الذين ينتمون إلى التيار الليبرالي أن يدعو - في خضم الجدل الدائر بشأن مفهوم المجتمع المدني - إلى نبذ المفهوم مطالباً بأن تستبدل به مفاهيم أخرى أكثر وضوحاً وأقل إلتباساً مثل المجتمع السياسي أو الجماعة السياسية، متعللاً في ذلك بسيولة المفهوم إلى حد عدم الإتفاق على حدود المجال الذي ينصرف إليه، معتبراً إياه مفهوماً غامضاً استخدم تاريخياً للتعبير عن معاني كثيرة ومتعارضة، وهو أخيراً - حسب قوله - مفهوم قابل للتطويع من قبل إتجاهات سياسية متباينة.
لذا، سوف تحاول الدراسة بيان مفهوم المجتمع المدني بين ميراثه التاريخي كما تطور في الخبرة الغربية والصحوة المعاصرة له.
