أثار التحرك الإسرائيلي تجاه دول مجلس التعاون الخليجي، منذ عام 1991 وحتى الآن، الانتباه، بعد أن استغلت تل أبيب المتغيرات الإقليمية والدولية لصالح هذا التحرك؛ حيث انتهاء مرحلة القطبية الثنائية في هيكل النظام الدولي، وتحجيم دور القطب السوفياتي في هرم القوة العالمية، ثم حرب الخليج الثانية والثالثة، وانتشار مفاهيم كالعولمة، واحترام حقوق الإنسان، وتفعيل الديمقراطية، وخصخصة الاقتصاد والتجارة، والانتشار المذهل لأجهزة الاتصالات ووسائل الإعلام كشبكة المعلومات الدولية المعروفة (بالإنترنت). وفي إطار تلك التحولات، برز التحرك الإسرائيلي كمتغير إقليمي مهم تجاه دول التعاون، مما أصبح من الواجب بعد انتهاء عقد من الزمان عليه توجيه الأنظار لتسليط الأضواء على أبعاده، وانعكاساته، ومخاطره المستقبلية، وذلك نظرًا لكثافته، وأهمية مراميه، وردود أفعال دول التعاون إزاءه، والآفاق المستقبلية لاتجاهاته. كما أن دراسة سياسة إسرائيل تجاه دول المجلس لم تنل قدرًا كافيًا من هنا تنبع أهمية هذا الكتاب، ذلك أن التحرك الإسرائيلي تجاه دول مجلس التعاون يبغي النفاذ إلى عمقها الجغرافي، وجعلها بمثابة سياج أمني خاضع لسيطرتها سواء كان ذلك بشكل مباشر أو غير مباشر، حيث تنفرد تلك المنطقة بموقع جيوبوليتيكي استراتيجي، وتحتوي على ثروة نفطية مهمة، فضلاً عن كونها نقطة تقاطع مع القارات الثلاث الأخرى (آسيا، أفريقيا، أوروبا)، وارتفاع القدرة الشرائية بها
