يعتبر علم القياس والتقويم التربوي والنفسي، احد الروافد الاساسية في العلوم الانسانية والسلوكية، الذي تعرض في السنوات الاخيرة، وبالتحديد في نهاية الثمانينات من القرن العشرين، الى تحولات وتغيرات كبرى في النموذج التقليدي الذي هيمن على علمائه ردحا طويلا من الزمن؛ ادت الى ظهور نماذج جديدة تقع تحت مظلة النظرية الحديثة في القياس التربوي والنفسي؛ والمعروفة بنظرية الاستجابة لفقرة الاختبار؛ حيث تزامن ذلك مع التغيرات والتطورات في علم النفس المعرفي ونظرياته الجديدة في الحقل التربوي والنفسي.
كما استتبع ذلك بروز فكرة المساءلة التربوية للنظام التعليمي التربوي باسره، واعادة النظر في الكثير من ادوات القياس والتقويم التربوي والنفسي باتجاه نظرة جديدة لقياس لاداء الطالب.
أما فكرة هذا الكتاب فجاءت لتسلط الضوء على التحولات الكبرى التي طرات على مجال القياس والتقويم التربوي، وما صاحبها من تغيير وابتكار لادوات جديدة تلبي متطلبات النموذج الجديد ونظرياته وفلسفته واهدافه، وتنسجم مع الرؤية الحديثة للقياس والتقويم التربوي التي هي لب النموذج الجديد، أما الهدف من وراء كل ذلك فهو تعريف القارئ العربي المتخصص وطالب العلم كذلك على تلك التغيرات والتحولات وأهميتها، وأهمية تطبيق واستخدام أدواتها ككل متكامل، يرتقي بالنظام التربوي، إذا ما أحسن استخدامها وتطبيقها، وفهم منطلقاتها الفكرية وأسسها النظرية والفلسفية، وفهمها الفهم الصحيح في سياق علم النفس ونظريات علم النفس المعرفي، ونظريات التعلم، ونظريات التربية الاخرى.
يتكون الكتاب من ستة عشر فصلاً، تتعلق الثمانية الفصول الأولى بالقياس التربوي والمبادئ الحديثة والتطبيقات المرتبطة بها، التي انبثقت عن النموذج الجديد، أما بقية فصول الكتاب، فتركز على نظرية تقويم البرامج والمشروعات التربوية وفلسفتها، وأهميتها، وعلاقتها بالتخطيط الإستراتيجي عند تقويم أي برنامج أو مشروع.
وتتعرض تلك الفصول إلى الكثير من القضايا الجديدة في تقويم البرامج، وإلى أدوات جديدة في الميدان، ضمن سياق مختلف، وتطبيق مختلف من فصلٍ إلى آخر، رغم أن الفصول قد تتشابه ظاهرياً في مدلولها التي تشير إليه عناوينها.
