يُعتبرُ تقويم البرامج، وتقويم تأثيراتها، من المجالات المهمة على الصعيدين البحثي والعملي، وخاصةً في المجالات التربوية، والصحية، والتنموية، والإجتماعية.
إذ تلجأ الحكومات ومنظمات المجتمع المدني والأهلي إلى تقويم البرامج التي تطبقها ميدانياً، لمعرفة مدى تحقيقها للأهداف المرسومة لها، ومستوى جودة تلك البرامج، والمشكلات التي تواجه تطبيقها، وجوانب القوة والضعف فيها، وذلك وفق السياسات التي ترسمها تلك الحكومات، أو منظمات المجتمع المدني، أو المؤسسات الأهلية والخيرية، إذ لم يعُد الأمر مقتصراً على تطبيق تلك البرامج، ووصول منافعها وخدماتها إلى المستحقين لها والمشاركين فيها، بل امتد الإهتمام ليشمل كل من له حصة (نصيب) في تقويمها، مثل الجهات المانحة والممولة للبرنامج، وصناع السياسات في المؤسسات والمنظمات والحكومات المسؤولة عن تلك البرامج.
ومع التقدم التقني والعلمي المذهل في أدوات جمع البيانات وتحليلها، وما واكبها من أساليب إحصائية، وبرمجيات للتحليل الإحصائي، توسع التركيز ليشمل تحليل التكلفة والعائد، وفاعلية التكلفة لتلك البرامج، وما إذا كانت تلك البرامج تستحق التقويم، أو التطبيق، في ضوء ما يُصرف عليها من أموال طائلة، وهل يجب التوسع فيها، أو تقليصها، أو إنهائها، أو الإستمرار فيها.
لذلك، فإن الكثير من البرامج التربوية، والصحية، والإجتماعية، تضع مسألة تقويم البرنامج وتأثيراته في صُلب إهتماماتها وسياساتها، إذ يبدأ التخطيط لتقويم البرنامج مع بداية تطبيق البرنامج، ويكون ملازماً له من البداية إلى النهاية؛ خلال فترات التطبيق والمتابعة الميدانية.
كما يُلاحظ ان تقويم تأثيرات البرامج ينصب على البرامج التي تُطبق في الدول "النامية" في أفريقيا، وآسيا، وأمريكا اللاتينية، وأمريكا الوسطى، وغالباً ما تُشرفُ عليه منظمات دولية، مثل البنك الدولي، وبعض المنظمات التابعة للأمم المتحدة، مثل اليونيسيف وغيرها من المنظمات الدولية، بالإضافة إلى التطبيق والمتابعة من قِبَلِ الحكومات المحلية.
