من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

إنَّ القيَم التي تناولناها بالبحث هي قيَم حميدة مستمدّة من القرآن الكريم، فهي قيَم لا تُحصى وإن عدّدنا منها ما استطعنا أنْ نُعدِّد، ولأنَّها كذلك؛ فهي لا تنتظم في نسقٍ معيّن، بل هي مبثوثة من ألف القرآن الكريم إلى يائه، تعالج قضايا ذات أبعاد إنسانية؛ فترشد إلى ما يجب الأخذ به، وتنهى عمّا يجب الإنتهاء عنه تحريماً للمنهي عنه، وتكريماً لمن يجتنب وينتهي تدبُّراً وتذكراً وتفكُّراً في ذلك المحرّم والمنهي عنه، لأجل أن يكون من المستخلفين في الأرض، ويكون في الدارين من الوارثين.
وعليه تأسّس هذا المؤلف القائم على الفرضيات الآتية:
-تمكين الأفراد والجماعات من المحاجّة الموضوعيّة يُمكِّنهم من المعرفة الواعية، ويصحّح آرائهم ومعتقداتهم بآراء ومعتقد أهمّ.
-الجدل بين الأنا والآخر على القضايا المشتركة يتطلّب معرفة يقينيّة ثابتة تكشف معطيات التمسّك بما هو راسخ قولاً وفعلاً وعملاً وسلوكاً، كما تكشف أسباب التمسّك بما هو مُهتزّ.
-مشاركة أفراد المجتمع في ممارسة الحقوق، وأداء الواجبات، يُقوِّي الوحدة الوطنيّة لأبناء الأمَّة، ويُمكّنهم عن إرادة من حمْل المسؤوليات المشتركة وما يترتّب عليها من أعباء جِسام.
-التذكّر قيمة إستدعاء القيم إنْ تَمكَّنَ الإنسان بها من العودة إلى المخزون الديني والعرفي، تمكّن من الإسترشاد بما يُسهم في إستشراف المستقبل الأفضل...
ولذا، فالبحث وفقاً لهذه الفرضيات يتطلّب التمعُّن في آيات القرآن الكريم، وما قاله المفسرون في آياته العظام، لكي نرشد ونتعرّف عن بيّنة على القيم التي تجعل الإنسان متدبّراً لأمره وما يتعلّق به من أمر.
