من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

إن من أبرز مشكلات العصر هو فقدان الحافز الذي يدفع الإنسان إلى الوصول للهدف الذي تتحقق فيه الغاية.
ومن قيم القرآن الكريم "التحفيز" وهي قيمة فكرية يؤدي استيعابها إلى استنارة الفكر وتوسيع آفاقه وإطلاق مدياته، ومعرفة مقاصدها تبين الخير من الشر والحق من الباطل والهدى من الضلال، والوقوف على مفاهيمها يعلم الإنسان ما الذي ينبغي عليه في الأخذ والترك والبذل والمنع والإحجام والإقدام، واستقصاء دلالاتها يفسح المجال أمام المنهج في السلوك والتواصل وطريقة التعامل خطوة خطوة دون تهور او اندفاع غير محسوب يخرج الإنسان من التحفيز إلى التهور المؤدي إلى التهلكة.
ومن القيم التحفيزية التي يدرسها هذا الكتاب: 1- الحكم، 2- العزة، 3- الرزق، 4- القوت، 5- القدرة، 6- القوة.
يعتبر مؤلف الكتاب "أن المفردات التي تنطوي تحت القيم التخفيزية وجب على كل أحد أن يأخذ منها قدر ما يستطع، حيث سيتبين القارئ ما لهذه القيم من أهمية للإنسان في حياته العلمية والعملية، ناهيك عن قيمتها الفضائلية التي تترك نشوء عظيمة في النفس الإنسانية عندما تتشبع بها وتحملها قيماً عظيمة وفضائل جليلة يتوارثها السلف عن الخلف.
