من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

إن طبيعة التعامل مع المواضيع والمشاكل التي تتناولها العلوم الاجتماعية والإنسانية تختلف عن طبيعة التعامل مع المواضيع ومشاكل العلوم الطبيعية لأن التعامل العلمي مع المادة يختلف عن التعامل العلمي مع الإنسان، وتختلف طبيعة المواد كما تختلف طبيعة المجتمعات، فلا يمكن الحكم على طبائع المجتمع الغربي لطبائع المجتمع العربي، نظرًا لوجود الخصوصية التي لا تسمح بالتعميم، ولهذا لا يحق للباحث إصدار أحكام مطلقة عند دراسته للمجتمعات الإنسانية، وألا يأخذ ما وصل إليه الذين سبقوه بأنه مسلمات على كل شيء ينبغي أن يكون قابلًا للشك، وللجدل الحاد، إلا القوانين الطبيعية التي تعبر عن حقائق ثابتة، ويحتك الناس إليها كوحدة قياس.
يهتم هذا الكتاب بفلسفة المناهج، من أجل تبيان أهميتها العلمية والفنية لكن تدرك بوعي، وتستوعب بانتباه، ولهذا أولى الباحث اهتمامه بأهمية المفاهيم، لما لها من ضرورة في تبيان الدلائل والعلل والبراهين، وفي إزالة أي لبس قد يعلق بذهن القراء والمطلعين، وأولاها بنظرة جدلية المناهج وتفسيراتها، موضحًا جوانب الضعفاء والقوة فيها، ومبينًا بعض الملابسات التي عقلت، وما ينبغي أن تكون عليه من خلال دورها المناط بها، ثم تناول أهمية أدواتها والفلسفة التي تكمن في استخداماتها العلمية، وما تمتاز به وما يؤخذ عليها، إلى أن وصل إلى فلسفة تصنيف وتبويب وتحليل وتفسير المعلومات والبيانات التي تؤخذ من مصادرها، سواء كانت بشرية أو غير بشرية، سواء كانت من المجتمع، أو من العينة التي لا تمثل إلا نفسها، وتوضح الفهرسة كل ذلك حسب الأبواب والفصول التي صنفت إليها.
