من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

وعليه فالبحث العلمي يمتد بالمعلومة من إشكالية أو مشكلة أكبر وفق فروض أو تساؤلات إلى تحليل متغيرات المعلومات إلى بلوغ النتائج ثم إلى التفسير ( تفسير النتائج وليس تفسير المعلومة) وقد يتطلب التفسير توصيات موضوعية من الباحث للجهة التي كلفته بالبحث، تتم صياغتها في التقرير الختامي للمجهود العلمي الذي قام به الباحث أو البحاثة أو الباحث والفرق أو الفروق المساعدة له، ليكون التقرير متضمنا الحلول والمقترحات حيال تلك المشكلة الت حيرت الباحث بداية وطمأنته نهاية. وعلينا أن نميز بين البحث العلمي research والدراسة study فكثير من البحثاة يخلطون بين هذا وذلك، فالدراسة جهود تُبذل على واقع معروف لإظهاره وافيا بين أيدي من يتعلق الأمر بهم، وهي واسعة الامتداد في المجالات المتعددة للحالة أو الظاخرة أو العميل، وقد تكون الدراسة استطلاعية للتعرف على ما يشير أو يدل على وجود مواقف موجبة وإشكاليات سالبة أو مواضيع ذات أهمية في دائرة الممكن، وقد تكون الدراسة تتبعية وفقا لخطة متعددة لإنجاز أهداف من ورائها غايات إصلاحية أو علاجية بعد دراستها دراسة وافية.
