تبحث هذه الدراسة المعمقة في العلم والتعليم العالي والتكنولوجيا في إسرائيل,وتتناول في فصولها الخمسة: 1-السياسة التي اتبعتها إسرائيل وفقا للنمذج الألماني منذ الأيام الأملى للحركة الصهيونية, وكيف أدت إلى إنشاء الكثير من المعاهد العلمية المتخصصة,ودعم الأبحاث العلمية والدراسات العليا في الجامعات, وعكست إدراكاً مبكراً لأهمية العلم, وإهتماما خاصا بالعلوم البحتة والتطبيقية. 2-الطاقة البشرية العلمية العالية المستوى, ونمو التعليم العالي ودور الجيش في توجيه الأبحاث العلمية, وعلاقة الطاقة البشرية العلمية بالقدرة الصناعية والعسكرية. 3-المعاهد العلمية الإسائيلية فيما يتعلق بإنشائها وتطورها وعددها وحجمها وتعداد طلابها وتخصصاتها وميزانيتها والدعم الحكومي والخارجي الذي تتلقاه. 4-الدراسات والأبحاث العليا والبحوث العلميه في الجامعات والمعاهد من حيث الكميه والنوع ومناهج البحث والإنتاج العلمي وهيئات التدريس. 5-الصلات الوثيقة بين الأسرةالأسرائيلية وحركة العلم والأبحاث العالميه. كما تقيم الدراسة مستوى التقدمالعلمي في إسرائيل, التي تحتل المرتبة السابعة عشر في العالم من جهة أبحاثها المنشورة في العلم البحتة والتطبيقية, وإلى أي مدى يمكن إعتبار هذا التقدم نتيجة الجهود الإسرائيلية المحلية قياسا بالعوامل والعناصر المستوردة من الخارج. وتشتمل الدراسة إلى 69 جدولا تقدم بيانات وإحصاءات مفصلة عن الموضوعات المعالجة.
