يعالج المؤلف في هذا الكتاب قضايا الثقافة التكنولوجية الخلاّقة، في المجتمع العربي، من منظور عِلْمِيّ تنموِيّ- قِيَمِيّ. لذا يرى –بدايةً- أن التحديات التي برزت من الثورة الصناعية والتطورات التي تلتها تشير إلى أن كل عضو في المجتمع هو مهم. ولهذا، فحتى يستطيع مجتمع ما أن يدافع عن نفسه، عليه أن يسعى إلى تحقيق تربية جيدة لأطفاله وخدمات صحية عالية الجودة لجميع سكانه. وعلى هذا المجتمع أن يثبت مبادئ اقتصادية تمكّن كلّ مواطنيه من اكتساب ما يكفي ليكونوا قادرين على العيش بكرامة، وليساهموا في استمرارية مجتمع عادل ومنصف. فـالعلم والتكنولوجيا هما مُدْخَلَات حيويّة؛ ولكن بدون العدالة وحقوق الإنسان، يصبح العلم والتكنولوجيا أدوات للقمع والاستغلال والإفقار. وهذا هو السبب في أن قسماً هاماً من هذا الكتاب مكرّس للفقر، والأمن القومي، وبناء المنظمات والبلديات.
إن المشاكل التي تواجهها شعوب البلدان العربية اليوم، برأي المؤلِّف، ليست فريدة. فهناك العديدون ممّن واجهوا مشاكل مماثلة قبلهم، وأولئك الذين لم يكونوا ماهرين بما يكفي اختفوا، وغيرهم نجا واستمر. ويشعر العرب، أن كون أعدادهم كبيرة، وكونهم يعيشون على امتداد مساحات واسعة، يجعلهم غير قابلين للتدمير. ربما كان الأمر كذلك، ولكن ربما لن يكون كذلك. والحكمة –كما يقول المؤلف- تفرض علينا أن نخطّط للسيناريوهات الأسوأ.
