الكتاب يتصدّى بجرأة ومصداقية لمجمل العناصر والمبادئ البيئية المعتمدة في النظم الأيكولوجية المقارنة، على مستوى التشريعات البيئية العربية والدولية الأوروبية.
فضلاً عن النموذج اللبناني وتطبيقاته في مجال التشريع البيئي الداخلي. إذ يتضح خلالها معالم سياسات تخطيط طويلة الأمد مطبقة في تلك النظم بحيث تطال كافة الأوساط البيئية. تلك التقنية الفنية في التخطيط الأيكولوجي بوسائله ومجالاته وأنواعه تشكّل المعبر الرئيسي والوحيد لانتظام الضوابط الأيكولوجية وفعاليتها، بما تحتويه من خطوات وقائية لحماية الأوساط البيئية بنوعيها الثابتة (الطبيعية) والقطاعية.
وهذه الدراسة إذ تندرج أيضاً ضمن ما يُسمّى القانون الإداري البيئي الذي يوفّر الحماية القانونية للبيئة بواسطة القضاء الإداري الداخلي ممثلاً بمجلس شورى الدولة، فضلاً عن توفيره للحماية الدولية عبر انتظام قواعده انطباقاً على قواعد القانون الدولي البيئي..
وعليه فإنّ هذا الجهد إذ يمثل محاولة أوليّة من قِبل المؤلف في وضع أسس وركائز دراسة قانونية متكاملة تُعنى بالبيئة، عبر توفير معايير الانضباط بعناصرها الحيوية موضوع الحماية القانونية من ناحية، ومن ناحية أخرى لوعاء الانضباط القانوني أي القواعد القانونية الناظمة لتلك المعايير بما يؤمّن الحماية البيئية المتوخاة، ويفتح هذا الامر بدوره آفاقاً أوسع للتطوير والتحديث لتقدّم البحوث والدراسات في ميدان القانون البيئي المقارن.
