بإستثناء بعض الدراسات التي تناولت مواضيع الضبط الإداري عموماً ودوره في حماية البيئة خصوصاً، ومقارنة بالمواضيع القانونية الأخرى التي تشبعت بالبحث والتحليل، فإن الدراسات التي تناولت الضبط الإداري في حماية البيئة من التلوث وتحليل جوانبها القانونية تكاد تكون محدودة ونادرة.
لذلك، يتناول هذا البحث الضبط الإداري لحماية البيئة في القانونين العراقي والمصري، وبيان الجوانب القانونية والإشكاليات المتعلقة وتحديد مواطن الضعف والقوة في المعالجة القانونية لهذا الموضوع لدى القانونين العراقي والمصري.
