يتناول هذا الكتاب شرح أحكام قانون الجنسية، وذلك من أجل الإحاطة بالتناقضات التي يحملها قانون الجنسية العراقي رقم 26 لسنة 2006، وكذلك الإحاطة بمواقع الخلل وعدم الدقة في تشريع هذا القانون سواء في إكتساب أو فقد أو تعدد أو إسترداد الجنسية، مع إجراء دراسة مقارنة مع أحكام قانون الجنسية التركية رقم (403 لسنة 1964 المعدل) وقانون الجنسية السويدية رقم (82 لسنة 2001) وقانون الجنسية المصرية رقم (26 لسنة 1975 المعدل بقانون 154 لسنة 2004).
والسبب في إختيار قانون الجنسية التركية في المقارنة هي التعرف على أحكام قانون جنسية وريثة الدولة العثمانية، وقانون الجنسية السويدية بوصفه نموذجاً أوروبيّاً تقل فيه الدراسات القانونية في العالم العربي؛ ومن ثَمَّ قانون الجنسية المصرية الذي يحيطه كوكبة نيرة وخيرة وذات شأن رفيع من فقهاء القانون الدولي الخاص، من المصريين الذين هم مثال يقتدى به فعليّاً في العالم العربي، إضافة لقوانين أخرى عربية وأجنبية تم إيرادها للتوضيح وزيادة معلومات القارئ.
