يدور موضوع الكتاب حول فعالية التقويم التربوي في سير العملية التربوية سواء بالنسبة للمعلم أو المتعلم.
يعتبر مؤلف الكتاب أن التقويم التربوي هو عملية منهجية، تقوم على أسس علمية، تستهدف إصدار الحكم، بدقة وموضوعية على مدخلات وعمليات ومخرجات أي نظام تربوي، ومن ثم تحديد جوانب القوة والضعف والقصور في كل منها، تمهيداً لاتخاذ قرارات مناسبة، لإصلاح ما قد يتم الكشف عنه من نقاط الضعف والقصور.
يهدف هذا الكتاب إلى تشخيص صعوبات التعلم، والكشف عن القدرات والميول والإستعدادات لدى المتعلمين. أيضاً يهدف الكتاب إلى مساعدة المؤسسة التعليمية في اتخاذ القرارات المناسبة في تطوير العملية التربوية، من جهة إعادة النظر في المناهج وتطويرها بما يلائم التقدم العلمي والتربوي المعاصر.
وقد جاء الكتاب في سبعة فصول، تضمن الفصل الأول مفهوم التقويم، وأهداف التقويم التربوي، وأهميته، وأنماطه، وخصائصه. في حين كان الفصل الثاني يتحدث عن مبادىء القياس من حيث المفهوم، الأهداف، الأسس العلمية، والخصائص، وأهم الفروق بين القياس والتقييم والتقويم. أما الفصل الثالث فقد تناول أدوات القياس وهي: الملاحظة، والمقابلة، والإستبيانات، والوثائق، وأساليب الرسم الإجتماعي، ومقاييس التقدير. وقد تناول الفصل الرابع الإختبارات النفسية والتحصيلية من حيث تعريفها وتصنيفها وبنائها. أما الفصل الخامس فقد تناول الإختبارات التحصيلية، مع استعراض لأنواع الإختبارات الشفوية والتحريرية والعملية، مع إيضاح مميزات وعيوب كل نوع من هذه الإختبارات. بينما جاء الفصل السادس ليتناول شروط الإختبار الجيد وتقنينه وحساب الثبات والصدق والمعايير. أما الفصل السابع والأخير فقد تناول بعض أدوات القياس والتقويم في المجال الوجداني والعقلي.
