يعالج هذه الكتاب بالدراسة المقارنة والتحليل القانوني دور مجلس الأمن الدولي في تسوية المنازعات وحفظ السلم والأمن الدوليين. فكما هو معلوم أن المجلس ينفرد دون غيره من فروع منظمة الأمم المتحدة بحق التدخّل لتسوية المنازعات التي تنشب بين الدول الأعضاء سواء طلبت منه الدول المعنيّة ذلك أو تلقاء نفسه إذا وجد أن هنالك موقفاً أو نزعاً قد يؤدّي إلى تعريض السلم والأمن الدوليين إلى الخطر.
ان الصلاحيّات والسلطات الواسعة التي أعطيت لمجلس الأمن هي صلاحيات وسلطات تقديريّة بحيث يمكن القول أن المجلس هو (سيد قراره) بالفعل فله وحده دون أن يشاركه أحد أن يقرر ما إذا كان عليه أن يتدخل في النزاع أم لا، كما يرجع له الأمر وحده في تقرير ما إذا كان عناك تهديداً خطيراً للسلم وإخلالاً به أو ان ما وقع يمثل عدوانا وهو وحده الذي يقرر أسلوب المعالجة ونوعية العقاب، فهذه السلطات التقديرية هي بمثابية حق اريد به باطل في كثير من الأحيان، فالملاحظ في الآونة الأخيرة ولاسيما بعد إنتهاء الحرب الباردة، ان الولايات المتحدة الأمريكيّة قد سيطرت على زمام الأمور في مجلس الأمن وأصبحت هذه الصلاحيات والسلطات التقديريّة الممنوحة للمجلس تستخدم أمريكا وفقاً لسياستها وأمنها القومي.
فالولايات المتحدة الأمريكيّة الآن هي التي تحدد ما إذا كان هناك تهديداً للسلم والأمن دوليين وهي التي تحدد ما إذا كان هناك خرقاً لميثاق الأمم المتحدة، وهي التي توقع العقاب ونوع العقاب على الدول وليس الأمم المتحدة، وذلك من خلال الموقع المتميّز الذي احتلته داخل مجلس الأمن الدولي.
إن هذا الإنزلاق الخطير في مجال القانون الدولي والعلاقات الدوليّة هو ما دفع المؤلّف إلى تقديم هذا العمل المهم والذي يعتبر إضافة علميّة قانونيّة قيّمة في مجال حقل القانون، وذلك لأنه يناقش مواضيع هامة تمس بنيان أهم أجهزة الأمم المتحدة ألا وهو مجلس الأمن الدولي.
