ويقوم المجلس أيضاً بدور وقائي لمنع الأزمات الدولية، كما ينشىء المحاكم الدولية الجزائية، وآخرها المحكمة الخاصة بلبنان.
ويشتمل الكتاب على أجوبة واضحة لكثير من المسائل الدولية الشائكة ودور المجلس فيها، ويتضمن الموضوعات التالية: تأليف المجلس، وإجتماعاته، والعضوية فيه، ومقرراته وطرق تنفيذها ومدى إلزاميتها، والحالات المحددة حصراً لإستعمال القوة من قبل الدول، مثل الدفاع المشروع عن النفس، والمعاملة بالمثل، ومشروعية مقاومة الإحتلال.
وفي الكتاب تقييم لعمل المجلس وأدائه خلال المرحلة الماضية، وموقفه السلبي من القضية الفلسطينية، وإستنتاج بأن منظمة الأمم المتحدة قد ترهلت وأضحى إصلاحها ضرورة كبرى، بهدف إعادة الروح إلى الميثاق، وتطوير عمل المؤسسات التي نص عليها للحفاظ على السلام الدولي وتجنيب البشرية أهوال الحروب والإعتداءات.
