شهد العالم على مدى العقد الماضي تطورات وتغيرات سياسية، شريعة في إيقاعها، عميقة في تأثيرها، وهي تغيرات بدأت كلها في وقت واحد بعد انهيار سور برلين وانهيار النظم الشيوعية في أوروبا وتفكك الاتحاد السوفياتي، وظهور النزاعات العرفية في دول شرق أوروبا، وهو ما دعا البعض إلى القول ببداية ظهور نظام دولي جديد، وفوضى دولية جديدة عند البعض الآخر.
إن عالم اليوم واقع تحت تأثير عنصرين متضادين، وأن كانا يمثلان وجهي عملة واحدة: الأول يتمثل في الاتجاه الداعي إلى إنشاء التكتلات الكبرى العملاقة، خاصة في المجال الاقتصادي، وهو ما تسعى الجماعة الأوروبية إلى تحقيقه؛ والثاني يمكن في الاتجاه إلى التفكك وتكوين كيانات صغيرة، وهو ما حدث في الاتحاد السوفياتي ويوغوسلافيا وتشيكوسلوفاكيا- على الرغم من اختلاف أسلوب تحقيقه في كل حالة على حدة- وما حصل في الصومال وليبريا وروندا ودول أفريقية أخرى.
وثمة عامل آخر هام جداً في مجال تحديد وفهم الأمن القومي لدول العالم اليوم، ويكمن في ما نتج عن اتساع ظاهرة كثافة التفاعلات والاتصالات الدولية الناجمة عن الثورة العلمية والتكنولوجية، من إضعاف عناصر الترابط في النظم الإقليمية التي تقوم في أحد جوانبها على عامل الامتداد الجغرافي والحدود المشتركة، وظهور تجمعات أخرى لا تقوم على التواصل الجغرافي أو الثقافي والقومي، ولكن على أساس مصالح مشتركة كالنظام الدولي للطاقة أو النفط أو النظام النقدي الدولي، وغير ذلك من تجمعات اقتصادية إقليمية تزيد من تدويل وعولمة الحياة الاقتصادية، وهذه الدراسة تحاول معالجة مختلف المحاور الحساسة التي تتعلق بأسس الأمن القومي للكيان الصهيوني، الإستراتيجية والسياسية والاقتصادية، في ضوء التطورات السياسية والأمنية المتسارعة في المنطقة وأهمها مجريات عملية التسوية.
