تطالعنا في كل يوم، على صفحات الجرائد وشاشات التلفزة، مشاه مريعة عن حوادث السير، تؤذي العين وتدمي الفؤاد، وتؤلم المشاعر، عن حوادث سير وقع على أثرها العديد من الجرحى والقتلى هذا بالإضافة إلى ملايين الليرات اللبنانية من الخسائر المادية؛ وفي كل مرة يتصدى الصحافيون للحديث عنها على صفحات مجلاتهم أو جرائدهم إلا أن المحلف الخبير بحوادث السير عفيف حمدان قد اتخذ هذا الكتاب ميداناً للحديث عنها إذ أنه تحدث فيه عن مسألة حوادث السير من جميع جوانبها، مبيناً أسباب الحوادث ونتائجها وطرق تلافيها أو التخفيف منها وإنارة الطريق لجميع العاملين في هذا الشأن وبصورة خاصة السائقين والمشاة، فبين لهم الحقوق والواجبات التي تترتب على كل منهم أثناء السير، وحصاد الخطر ونتائجه، فأحاط بها جميعها بشكل شامل ودقيق، وشرح معنى ومدلول إشارات السير ومصطلحاتها، ونبه إلى خطورة التجاوز والانعطاف ودخول المفارق والخروج منها والإضاءة والأنوار والرجوع إلى الوراء والسير بالاتجاه المعاكس، وأهمية المكابح وأنواع الآليات من شاحنات وجرارات وسيارات ودراجات ونطاق كل منها إلى غير ذلك من الأمور، وتعرض لها جميعها بشكل مفصل ودقيق ودراسة قانونية واعية سليمة، وضرب على ذلك الأمثال لبعض الحوادث التي وقعت فعلاً فحللها وبين أسبابها وهول نتائجها.
