يعتبر هذا الكتاب من الكتب الأكثر تفصيلاً وشمولية في موضوع الاحتلال الإسرائيلي للضفة الغربية، كما يتضمنه من خلفية أساسية لانتفاضة الشعب الفلسطيني. ولعله أول كتاب ينشر بالعربية ويغطي بهذا العمق والشمول، ديناميات المواجهة بين السياسات الإسرائيلية والشعب الفلسطيني في الضفة الغربية منذ سنة 1997 حتى الانتفاضة.
يستقي الكتاب مصادره من المراجع الأصلية، ومن المعاينات المباشرة التي قام المؤلف بها، فمن الناحية الإسرائيلية، يسبر المؤلف أغوار قوى المد والجزر في السياسات الإسرائيلية، ويرسم أدوار الشخصيات والأحزاب وتأثيرها في سياسة الاحتلال والاستيطان ومصادرة الأراضى. وربما كان أهم ما يؤكده الكتاب بالمعلومات الدقيقة والحجة الدافعة تطابق الأهداف بين طرفي السلطة في إسرائيل-تكتل الليكود والتجمع العمالي-على الرغم من التباين في الأسلوب، إذ يهدف كلاهما إلى ديمومة الاحتلال عبر الانتهاك المستمر لحرمة الأرض الفلسطينية ومواردها، وعبر خلق الأمر الواقع الاستيطاني.
وفي المقابل يرسم الكتاب من الناحية الفلسطينية مراحل تطور الموقف الفلسطيني الداخلي في مواجهة تلك السياسات وتنامي علاقته بمنظمة التحرير الفلسطينية والتفاعل بين المحيطين المحلي والدولي وصولاً إلى أحداث العام الأول من الانتفاضة.
هذه الدراسة هي نسخة محدثة ومزيدة عن الدراسة التي كانت أصدرتها المؤسسة عن هذا الموضوع سنة 1987 للمؤلف نفسه، باللغة الإنكليزية، تحت عنوان Creating Facts: Israel, the Palestinians and the West Bank. يتناول التحديث التطورات التي شهدتها الضفة الغربية طوال ثلاثة أعوام في كل جانب من الجوانب التي عالجتها الدراسة السابقة، مضيفاً مادة جديدة أساسية بشأن سياسات الاحتلال الإسرائيلي، وممارساته، وأوضاع الشعب الفلسطيني تحت الاحتلال، والاستيطان، والمقاومة الوطنية الفلسطينية حتى العام الأول من الانتفاضة.
