الكتاب هو دراسات عن قضايا تاريخية للمنطقتين الخليج العربي والمغرب العربي. وهي دراسات نشرت في دوريات علمية عربية متخصصة في الفترة ما بين 1979-1994، جمعها المؤلف في هذا الكتاب بهدف أن تكون هذه الدراسات في تناول المثقفين العرب بصورة عامة، لا في تناول أصحاب الاختصاص فحسب. وتركز موضوعات هذه الأبحاث على منطقتي الخليج العربي والمغرب العربي، والسبب في هذا التوجه هو أن هاتين المنطقتين، لا تزال بحاجة إلى البحث في جوانب عديدة من أوضاعهما السياسية والاجتماعية والاقتصادية والثقافية. إلى جانب ذلك فقد تركز اهتمام هذا الكتاب على المغرب العربي حيث يلقي الضوء على بعض نواحي الحياة الاجتماعية والاقتصادية والسياسية لهاتين المنطقتين على نطاق الوطن العربي، وإن إعطاء أهمية خاصة للتاريخ الاجتماعي والاقتصادي وتحليل التجارب التاريخية، هو الذي يقود إلى الإفادة الحقيقية من التاريخ في الحاضر والمستقبل.
