وحتى تتحقق هذه الفرضية فلا بد من بذل الجهود التعليمية والتربوية للتخطيط للقيام بالأعباء والمهمات التي أوكلها المجتمع لمؤسساته بالنيابة لتحقيق هذا الهدف، لذلك كانت مهمة الكشف عن الموهوبين والمتفوقين وبناء البرامج وتطبيقها ومتابعتها من المهمات الضرورية لرعاية الموهبة والتفوق.
وحتى تنجح هذه المؤسسات التربوية لرعاية الموهبة والتفوق لا بد من توافر كوادر مناسبة من معلمين مؤهلين خاصة لرعاية الموهوبين المتفوقين وتعليمهم ورعاية مواهبهم ورعاية استعداداتهم وتفوقهم، وهذا يتطلب تضافر جهود مختلفة لتحقيق أهداف الرعاية والتربية والتعليم المناسب.
إن الكتاب الحالي الموهبة والتفوق هو محاولة لإيجاد الطرق المناسبة والأساليب لرعاية الموهوبين والمتفوقين والكشف عنهم.
