لقد أضحت رعاية الموهوبين والمتفوقين وتقديرهم بما يتلاءم وقدراتهم ضرورة حتمية وإستراتيجية مهمة من استراتيجيات التنشئة في مجتمعاتنا العربية، ذلك أنهم ثروة وطنية غير قابلة للتعويض أو الاستبدال، وبالأخص في عصر العولمة وتفجر المعلومات والزخم الهائل للتقنية؛ فقد كانت المجتمعات العربية إلى عهد قريب تُهمل الحاجات التربوية للتلاميذ الموهوبين، ولكنها بدأت الآن تقدر وبشكل متزايد أهمية رسم برامج تعليمية خاصة بهم، وهذا يتطلب وضع مقررات واتباع أساليب وأنشطة تدريسية متخصصة تختلف عن برامج الأطفال العاديين، كما لوحظ خلال العقود القليلة الماضية أن موضوع رعاية الموهوبين والمتفوقين قد لاقى اهتماماً متزايداً في عدد كبير من دول العالم، وتشكلت له العديد من الجمعيات والمؤسسات العلمية والوطنية والدولية، ساهمت إلى حد كبير في دفع عجلة الاهتمام بهذه الفئة من أبناء المجتمعات إلى الأمام؛ لذلك يلاحظ اليوم وبشكلٍ جلي تسابق المجتمعات وسعي الأمم والبلدان في الكشف عن هؤلاء المتفوقين والموهوبين والمبدعين ورعايتهم، فلقد أدركت تلك الدول أنّ قدراتها إنّما تعلو بموهوبيها ومبدعيها، وأنّها تتقدم على غيرها من الدول بعقول علمائها ومفكريها ومخترعيها، وهذه مسلّمة بديهية لا تحتاج إلى تأكيد، فالثروة البشرية أفضل نفعاً وأعم فائدة، وأكثر عائداً من جميع الثروات المادية الأخرى إذا ما ارتقى إعدادها، وأحسن استغلالها. هذا وتذكر البحوث والدراسات العلمية أن هناك نسبة ما بين 2% - 5% من الناس يمثلون الموهوبين و المتفوقين، حيث يبرز من بينهم خيرة الخيرة، فالموهوبون والمتفوقون في جميع المجتمعات هم الذين تقوم على كواهلهم نهضتها، فهم عقولها المدبرة، وقلوبها الواعية.
