سعى إلى إقامة الفنادق الجميلة، وعقد المؤتمرات، ورعى الدعاية السياحية لسورية في مختلف البلدان، فطبع المشورات بلغات عدة، وأشرف على توزيعها، وبدأ بإعداد الأدلاء السياحيين، وسعى إلى استصدار تشريعات تسهل دخول السياح وتنشيط المؤسسات السياحية على اختلافها، فبدأت سورية منذ توليه الوزارة طريقها الطويل لاحتلال مركزها اللائق بها على خريطة الدول السياحية في العالم.
وقد كان يسجل نشاطه يوماً بيوم، حتى إذا جاء الوقت المناسب وضع هذا الكتاب الذي يتناول جزءاً مهماً من تاريخ سورية، بلغة أدبية رفيعة، وبأسلوب سهل محبب، ليستكمل به ستة كتب تعد من أجمل المذكرات لكل راغب في الإطلاع على تطور الأحداث في حقبة مهمة من تاريخ سورية، تعود إلى أواخر القرن العشرين.
