من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

في هذا العمل يجهد أ.د "عقيل حسين عقيل" في جمع ما وقعت عليه العين وما وقر في الأذن من القيم التي يحملها كتاب الله تعالى. فاختار أن يجعل هذا الكتاب من القيم الإقدامية التي من شأنها أن ترفع الهمم وتعلي النفوس، والتي تغيَر الإنسان إذا ما سعى لتغيير نفسه، وترتقي بالمجتمع إذا ما كان الهدف هو الرقي بالمجتمع.
يعتبر مؤلف الكتاب أن هذه القيم الإقدامية أكسبت شعوباً وأمماً خبرات بنت عليها مدينة وحضارات جعلتها تتربَع على قمة التاريخ من هنا كان لا بد من تناول هذه القيم بما تحمل من قضايا وما أثير حولها من خلاف في موضوعاتها، وما لغير المسلمين فيها من آراء مختلفة على اختلاف الثقافات والأديان ومنها على سبيل المثال لا الحصر : التخيير والإرهاب، والخوف والنضح والنهي والرفض، فتم بسط القول فيها والإعتماد على الأدلة والبراهين التي تدعم الموقف الإسلامي في دحض الإفتراءات الكثيرة التي رميت بها بعض هذه القيم وهي منها براء. ينبع ذلك من شعور الكاتب بالمسؤولية تجاه المتلقي، والذي يزيل من الطريق كل التباس.
لاجل ذلك جاء هذا الكتاب بـ "ثلاثة وعشرون" "قيمة إقدامية" مدروسة بطريقة علمية وممنهجة خدمة للإسلام والمسلمين تدعوهم إلى مزيد من إعمال العقل في الدين، وهذه القيم هي: 1- العمل، 2- التحدي، 3- البلاغ، 4- التخيير، 5- التحريض، 6- التوكَل، 7- الأسوة، 8- الحقَ، 9- الواجب، 10- المسوؤلية، 11- المساءلة، 12- التطلَع، 13- الإرهاب، 14- الخوف، 15- الحرص، 16- الغضب، 17- النَصح، 18- الإيفاء، 19- النهي، 20- الرَفض، 21- الإتقاء، 22- المحاسبة.. مظاهر حسابه تعالى، 23- الرقابة.
