يحتل الأمن الاجتماعي مكاناً بارزاً بين اهتمامات المسؤولين والمواطنين في المجتمع المعاصر لاتصاله المباشر بالحياة اليومية بما يوفرن طمأنينة في النفوس وسلامته في التصرف والتعامل. وإذا كانت التسمية تبدو مستحدثة إلا أن مضمونها قديم قدم المجتمع الإنساني. فلكل عصر همومه وتطلعاته ولكل جيل مشاكله واهتماماته ما أن يحقق بعضها أو يتغلب على البعض الآخر حتى يظهر غيرها. فالعالم مجموعة متغيرات تتحكم به بصورة دائمة فتجعله دائم التغير والتطور. هكذا في الماضي وهكذا في الحاضر. هذا وأن توفير الأمن الاجتماعي عام أساسي في حفظ الإنسان ومجتمعه، ولا يمكن أن يبقى مجتمع متين النية مزدهر النحو ومستقر الأوضاع إذا لم تتحقق له سبل الطمأنينة والرفاهية والتغلب على العوز والمرض والجهل والاعتداء على النفس والملك.
وكي يحقق هذه الأهداف لا بد له من الإحاطة بحاجاته الأساسية وبسبل تأمينها والتغلب على موانعها ومعوقات فتحقيق الأمن الاجتماعي يفترض الوقوف على مقوماته وسبل الوصول إلى أهدافه في هذا الإطار تأتي الدراسة في هذا الكتاب حول الأمن الاجتماعي، مقوماته وتقنياته وارتباطه بالتربية المدنية. وذلك في محاولة لإيجاد نظرية عامة للأمن الاجتماعي للانطلاق منها نحو العمل على تحقيقه بالاستناد إلى ما توفره هذه النظرية من قواعد وقوانين. وقد عمد الباحث في دراسته هذه إلى الربط ما بين الأمن الاجتماعي والتربية المدنية، لأن تحقيقه يفرض حتماً قيام عملية تعلم على الحياة الاجتماعية السليمة، أي قيام تربية مدنية واعية لأهدافها تمكن الإنسان من المساهمة بصورة فعالة في بناء أمن مجتمعه واستيعاب ثمرات الجهود المبذولة لتنميته اقتصادياً واجتماعياً وثقافياً. وقد وضعت هذه الدراسة ضمن إطار المجتمع العربي بصورة عامة اعتقاداً من الباحث بأن لهذا المجتمع مقومات إنسانية وروابط تاريخية وحضارية جامعة بين أبنائه، وأن فرقت ما بينهم حدود وسدود شيدتها الظروف السياسية وغير السياسية. والتي هي ليست مجال عرض في هذا المجال.
