موضوع هذا الكتاب قانون الضمان الإجتماعي وقانون التقاعد في العراق ذو الرقم (39) لسنة (1971م).
وفي هذا الإطار تم البحث وعبر ستة فصول في مراحل تطور نظام الضمان الإجتماعي في الدول الصناعية ثم نشأته وتطوره في العراق، والتعريف بقانون الضمان الإجتماعي من حيث تحديد مفهومه ومصادره وموقعه بين فروع القانون ونطاق سريانه. كما تم التطرّق للنظام المالي للضمان الإجتماعي في العراق، من حيث تحديد مقدار الإشتراكات وحالات وجوبه وكيفية تأدية الإشتراكات.
إلى ذلك يبحث الكتاب في موضوع الضمان الصحي في حالة المرض والولادة والعجز عن العمل الناشئ عن المرض ويشمل العجز الكلي والعجز الجزئي والتعويضات والتحقيق عند وقوع "إصابة العمل" وتوضيح مسؤولية العامل وصاحب العمل في حدوثها، وكذلك مسؤولية الغير، واستحقاقات العامل في حال وقوع الإصابة من الضمان الإجتماعي وهي: المكافأة التعويضية والراتب التقاعدي الذي يتقرر بحسب نسبة العجز الناشئ عن الإصابة، كما يشرح الكتاب قانون ضمان التقاعد وشروطه وأنواعه ويشمل تقاعد الشيخوخة وتقاعد الخدمة وتقاعد الخلف (تقاعد الوفاة) ومكافأة نهاية الخدمة وشروط استحقاقها ... وموضوعات أخرى ذات صلة.
