وتدور الإنتخابات حول واقعة التنافس لبلوغ سلطة سياسية، محلية أو نيابية عامة، أو حكومية، في ظل سقف مرتفع من الرهانات، التي يمكن أن تظهر كنتائج، مما يجعلها أرضاً يمكن أن تكون محل لنزاعات متعددة الأوجه لممارسة تأثير بقصد تعلية شأن بعض الرهانات أو لإسقاطها جميعاً، خصوصاً إن لم يصاحبها ضمانات بحمايتها كعمليات وكنتائج.
وهنا تعرف منظمة IDEA العنف الإنتخابي بأنه الطرق المنظمة أو العشوائية المستخدمة للتأثير في نتائج الإنتخابات بأنها أعمال أو تهديد بأعمال يمكن أن تؤثر على العملية التنافسية في الإنتخابات أو نتائجها.
إن العراق واحد من الدول المتحولة ديمقراطياً، بطرق غير تقليدية، تداخلت فيها إرادات متعددة، واستقر على إعتماد الإنتخابات كوسيلة لبلوغ السلطة، سلمياً، وفي ظل ظروفه، كانت الضمانات القانونية لا تجد لها قوة إسناد تكفي لتغطي على الأعمال غير التنافسية، وليبرز من بيئتها عنف يسعى قسم منه إلى تغيير وجهة الإنتخابات، ويسعى قسم آخر إلى إفشال الإنتخابات، وكان لكلاهما نتائج وجدت على الساحة السياسية، وهو ما بينه هذا الكتاب.
