إن الرجوع إلى التجربة العالمية الكبيرة في إجراء الإنتخابات سيكون له أثر بالغ الأهمية في إنجاح التجربة العراقية، إن دراسة وتحليل وتطبيق تراث الدوّل الأخرى في مجال إجراء العملية الإنتخابية سيوفر على دولتنا الكثير من الجهد والوقت.
وبهذا الخصوص أرجو أن يكون هذا الكراس جهداً متواضعاً للإسهام في إنجاح العملية الإنتخابية في عراقنا الجديد، العراق الديمقراطي المزدهر.
