(تعد إدارة العملية الإنتخابية في هذا ليوم آلية مهمة لمجتمعات الدول المتقدمة، ولكن إدارة هذه العملية تتغير من دولة إلى أخرى حسب النظم المتبعة للحكم في هذه الدول وإلتزام الأحزاب السياسية وقياداتها من جانب المواطنين من جانب آخر بالمبادئ الديمقراطية، حيث يفترض أن تدار في الدول الديمقراطية بصورة نزيهة، في حين لا يمكن إدارتها في دول ما بعد النزاع طبقاً للدول الديمقراطية ذات التجربة العميقة، بل تواجه هذه الإدارة الكثير من المشاكل والعراقيل.
وعلى هذا الأساس، تحاول دول العالم أن تتقدم في مجال إدارة العملية الإنتخابية، وبعد الحرب العالمية الثانية بدأت مرحلة جديدة لممارسة حق الإنتخاب من قبل الناخبين، وفي سبعينات القرن الماضي داخل هذا الحق ضمن إطار إداري قانوني دستوري.
ويعود الفضل في هذا التطور إلى إنتصار الإرادة الشعبية ضد الظلم التسلطية والديكتاتورية بصورة أدت إلى نهضة نوعية وتغير جذري لممارسة هذا الحق ضمن إدارة العملية الإنتخابية مُنْشئاً بذلك أشكالاً متنوعة للسلطات الخاصة بإدارة هذه العملية وبعيداً عن تأثيرات السلطات الأخرى في الدولة كالسلطة التشريعية والتنفيذية والقضائية التي تدير أعمالها مع شركاء العملية الإنتخابية بالتعاون والدعم المادي واللوجستي من قبل المجتمع الدولي).
