حيث مرَّ هذا الإقليم بممارسة تجربة ديمقراطية لأول مرة في 19-5-1992، وقد استمرت في ممارستها لهذه التجربة إلى الآن، وهي كأي تجربة سياسية أخرى لم تكن بعيداً من الخروقات والإنتهاكات المتمثلة بــ(الجرائم الإنتخابية) ومنها تزوير الإنتخابات والرشاوي والإنتهاكات القانونية والسياسية والإنسانية من هنا جاءت دراستنا مقارنة من حيث المادة والموضوع بمعنى ممارسة نفس التجربة لدى مواطني دولة "فرنسا - مصر - لبنان" وقد توصل الباحث إلى عدة استنتاجات ومقترحات بخصوص موضوع الإنتخابات.
