مع بدايات القرن السادس عشر دخل العراق تحت الحكم العثماني، واستمر هذا الحكم مع انقطاع قصير (الحكم الصفوي: 1638-1622) حتى بدايات القرن العشرين. العراق في معظم تآريخه العثماني الممتد إلى ما يقارب الـ"أربعة قرون"، كان منقسماً إلى ثلاث ولايات: ولاية الموصل في الشمال، ولاية بغداد في الوسط وولاية البصرة في الجنوب. العراق كدولة بحدودها السياسية الحالية هي وليدة اتفاقية San Remo المنعقدة سنة 1920 بين الدول الغالبة (إنكلترة وفرنسا) في الحرب العالمية الأولى من أجل تقاسم الولايات العربية العثمانية.
يحتوي هذا الكتاب مجموعة من الوثائق العثمانية المكتوبة باللغة العربية من قبل الشخصيات المحلية ورؤساء العشائر والأفراد العاديين ومسؤولي الإدارة العثمانية في الولايات العراقية حول مختلف جوانب الحياة الاجتماعية والاقتصادية و السياسية في مناطقهم المختلفة من جنوب ووسط وشمال العراق.
لا شك أن هذه المجموعة من الوثائق تكتسب أهميتها من كونها تسلط الضوء على مجريات الحياة المختلفة من وجهة نظر أصحاب العلاقة بتلك المجريات، مما يشكل للمؤرخين والباحثين والمهتمين مصدراً أساسياً في إعادة تدوين وتحليل تلك الأحداث والمجريات التي تتناولها هذه الوثائق.
ومن الضروري عدم أخذ هذه الوثائق بذاتها وحدها على أنها معطيات كافية لتقييم الأحداث والمجريات التاريخية التي تتناولها هذه الوثائق في العراق العثماني، دون الإطلاع على باقي المتغيرات السياسية والاقتصادية والاجتماعية التي أثرت في مجريات تلك الأحداث وتوابعها.
يكفي الإشارة إلى أن هذه الوثائق المكتوبة باللغة العربية والمتعلقة بأحداث مختلفة من جوانب الحياة في العراق العثماني، تعتبر وثائق نادرة جداً إذا ما قيست بالمئات من الوثائق المكتوبة باللغة العثمانية التركية والمتعلقة بالمواضيع ذاتها والمحفوظة بين ثنايا مختلف تصنيفات الأرشيف العثماني بإسطنبول. لقد تم تصنيف هذه الوثائق التي تتناول في معظمها الفترة الأخيرة للحكم العثماني في العراق 1831-1914، إلى أربعة أقسام: القسم الأول: الأوضاع الاجتماعية. القسم الثاني: الأوضاع الدينية، القسم الثالث: الأوضاع الاقتصادية. القسم الرابع: الأوضاع السياسية.
