هذه الدراسة عبارة عن تقرير للنشاط البحثي الذي أجراه فريق عمل شكّله المركز الاستشاري للدراسات والتوثيق بغرض تقديم رؤية شمولية تجسد خياراً علمياً إدارياً تنظيمياً لتطبيق اللامركزية الإدارية الموسّعة من أجل التنمية المتوازنة والمستدامة المنصوص عليها في وثيقة الطائف.
وقد ارتأى الفريق أثناء التخطيط لهذه الدراسة ضرورة إيجاد أرضية مشتركة تحكم مسار النشاط البحثي من جهة وتوحّد نظرة جميع الأعضاء كافة إلى الموضوع بحيث تبعدهم عن المواقف الذاتية المسبقة. تمثلت هذه الأرضية المشتركة التي حددتها طبيعة الدراسة وموضوعها المحوري (اللامركزية الإدارية الموسّعة بما فيها التقسيمات الإدارية المناطقية) في الإطار المفاهيمي للتنظيم الإداري الذي يستلزم تشكله عرضاً لماهية التنظيم الإداري ولأنماطه ونماذجه التطبيقية المحلية المعتمدة في الدول المختلفة بخاصة فرنسا وبريطانيا، وكذلك لأساليبه الرئيسية المتمثلة في المركزية واللامركزية بأنواعها المختلفة والمتكاملة مع تحديد لأسس التمييز فيما بينها.
وقد تضمنت الدراسة، إضافة إلى المستخلص والمقدمة، مبحثاً تمهيدياً وثلاثة فصول وزعت في مباحث، وخاتمة. خصّص المبحث التمهيدي لتقديم إطار مفاهيمي متكامل للتنظيم الإداري متضمناً ثلاث نقاط أساسية بحثت ماهية التنظيم الإداري وأنماطه ونماذجه التطبيقية المحلية وأسلوبية المركزي واللامركزي بأنواعها المختلفة. أما الفصل الأول فقد خصص لدراسة التنظيم الإداري المحلي في لبنان وذلك ضمن مبحثين، يعرض الأول لتطور حركة هذا التنظيم منذ بداية عهد إمارة جبل لبنان التي واكبت الفتح العثماني لبلاد الشام في حين يعرض المبحث الثاني واقع التنظيم الإداري المحلي القائم وتقسيماته الإدارية المعتمدة. يتناول الفصل الثاني تقييماً لتجربة التنظيم الإداري المحلي، محدداً في إطار مبحثه الأول: الاختلالات التنظيمية لحركة التنمية المحلية والشاملة في محاورها الخمسة الأساسية المتكاملة: السياسية، القانونية، الإدارية، الاقتصادية، الاجتماعية/العمرانية. ويعالج الفصل الثالث الخيارات الممكنة لتطبيق اللامركزية الإدارية الموسّعة وذلك من مبحثين خصص الأول لتبيان معايير الخيارات وتمثيل الخيارات المناسبة القابلة للتطبيق والمفاضلة فيما بينها في ضوء المعايير المعتمدة وصولاً إلى خيار النسب لتطبيق اللامركزية الموسّعة في لبنان.
