لم يكن أدب السجون والمعتقلات ظاهرة جديدة في المشهد الثقافي العراقي خاصة، والعربي والعالمي بصورة عامّة.فلقد عُرف هذا النمط من النتاج الأدبي في عصور موغلة في القدم. وقد تتبعنا بعض هذه النماذج التي وردت في العصر الجاهلي، وعصر صدر الإسلام والخلافة الراشدة، والعصور الثلاثة اللاحقة الأموية والعباسية والأندلسية. غير أن هذا البحث قد توصل إلى نتيجة مفادها أن وحشية النظام البعثي الدكتاتوري هي ظاهرة غير مسبوقة في ظلمها، وقسوتها، وبربريتها، مما أشاعت حالة من الخوف المفرط من السلطة إلى الدرجة التي بات فيها تحطيم حاجز الخوف أمرًا شبه مستحيل نتيجة للفتك بالمعارضين لخطاب السلطة الحاكمة، والتنكيل بالعناصر المناهضة للفكر البعثي، والساعية إلى إسقاطه. كما استنتج البحث أن عددًا كبيرًا من الكتاب العراقيين، والعرب الذين عاشوا في العراق لعل عبد الرحمن منيف أبرزهم، قد استعانوا بأسلوب الزمان والمكان لدفع الشبهات عن أنفسهم. وقد تبين، سواء في هذا الفصل أو في فصول أُخر، أن ظاهرة السجن السياسي آخدة في الإتساع المروع، وهي لم تقتصر على العراق حسب، وإنما تمتد إلى مختلف البلدان العربية، وكأن أنظمة الحكم القمعية تتبارى فيما بينها لإحراز رقم قياسي في بناء أكبر عدد ممكن من السجون التي تضم في محاجرها أصحاب الرأي المختلف، والكلمة المغايرة التي لا تريد أن تنتمي إلى خطاب السلطة وآيديولوجيتها.
