يهدف هذا الكتاب أساساً إلى دراسة تاريخ العقائد السياسية والقانونية، ويخصص مكاناً واسعاً لمؤلفين حققت أفكارهم انتشاراً واسعاً عند صدورها. والكتاب موجه بالدرجة الأولى إلى طلاب كليات الحقوق، كما يعد موجزاً بالنسبة إلى المؤرخين المتخصصين في دراسة حقبة معينة. كما يحوي الكتاب فهرساً كتبياً للعمل، يمكن أن يستخدمه الطلاب كنقطة انطلاق في بحوث شخصية. كما أنه يعطي إشارات حول أفضل وسيلة للوصول مباشرة إلى نصوص الكتاب المدروسين من منشورات وترجمات ونصوص مختارة.
والكتاب في الحقيقة عمل جماعي، إذ عالج جان سيرنيلي تاريخ اليونان وروما وبدايات المسيحية، أما الفصول المتعلقة بالقرون الوسطى فقد حررها لويس بودان بالتعاون مع جاك ليغوف، أما الفصل الخاص بالقرن السادس عشر فهو من تأليف بيار جانين، وقد تصدى الأستاذ الحقوقي الوحيد في هذا المشروع، وهو جورج لافو للكتابة عن الماركسية وتطور الاشتراكية. كما حرر القسم الأكبر من الموضوع المعنون (آراء حول الثورة) وخصوصاً البحث حول هيغل.
والملاحظ بين هؤلاء جميعاً أن التمييز بين العقائد السياسية والأفكار السياسية يعد أمراً جوهرياً عندهم. ومن هنا يجيء الكلام عن مفكرين مثل أرسطو ومونتسكيو وغيرهما إذ أن الغاية من ذلك هو وضع مذاهب هؤلاء في إطار تاريخي والسعي إلى معرفة كيفية نشأتها وما تمثله بالنسبة إلى الناس آنذاك.
