على أرض البحرين، قامت حضارة دلمون، فمنذ زهاء خمسة آلاف سنة كان الإنسان يعيش على هذه الأرض، حيث كان الفرد والمجتمع وكانت الدولة والسلطة وكان المعبد والكهنة، تلك الحضارة التي استمرت قرابة ثلاثة آلاف عام، تم إكتشافها من خلال كتابات ونصوص عثر عليها في بلاد وادي الرافدين في العراق، أشارت إلى جزيرة البحرين التي اشتهرت بوجود مقابر (عالي) وبعض المباني الأثرية التي تعود إلى تلك الحقبة الغائرة في التاريخ، تلك هي دلمون أرض القداسة والخلود التي اعتقد بها أهل دلمون وأهل (سومر)، حتى نأت بنفسها إلا أن تكون حضارة شأنها في ذلك شأن بقية حضارات ذلك الزمان.
تهدف هذه الدراسة إلى توضيح عدة نقاط أساسية نبينها على النحو التالي: "إبراز الخصائص الإقتصادية والإجتماعية والدينية للحضارة الدلمونية، والتي تقود إلى معرفة النظام القانوني السائد، وفحص المكتشفات التاريخية، وفق نظرة قانونية، تقود إلى معرفة شكل النظام القانوني القائم"، "التعرف على المشاكل والظروف السياسية والعلاقات الدبلوماسية التي تربط مملكة دلمون بغيرها من الحضارات في ذلك الوقت، والتعرف على طبيعة العلاقات الإقتصادية التي تربط دلمون بغيرها من حضارات ذلك الزمان"، "التعرف على مصادر القاعدة القانونية القديمة في الحضارة الدلمونية، من تقاليد دينية وأخرى عرفية، وصولاً إلى البحث في مدى وجود الكتابة كمصدر تشريعي"، "التعرف على مظاهر تنظيم القانون العام في دلمون، من خلال إبراز مراحل تطور حضارة دلمون كمملكة مستقلة بحكمها الذاتي، وبيان أهم خصائص نظامها السياسي ودوره في بسط السلطة السياسية والإدارية على الأراض الدلمونية"، "التعرف على مظاهر تنظيم القانون الخاص في دلمون، من خلال قراءة النصوص والمكتشفات التي عثر عليها والتي تشير إلى طبيعة الروابط القانونية الخاصة بين الأفراد بعضهم البعض، والتي تقوم على النشاط التجاري بشكل أساسي".
