إن هذه الدراسة تنطلق من الحاجة إلى التعمق في فهم العولمة كمناخ جديد يفرض إشكاليات وتحديات، وتستهدف هذه الدراسة النظر في مسألة العولمة لا من ناحية الرؤى أو المنهجية أو المواقف الثقافية بل من جانب التركيز على التحديات والإشكاليات التي تثيرها على مستوى الدولة والسيادة.
وبذلك فإن هذه الدراسة لا تتناول الجهد النظري العربي حول العولمة من جانب مناصرتها أو معارضتها ولا من جانب أخذ موقف توفيقي لتعيد بذلك إنتاج نماذج الفكر العربي الثلاثة المعروفة، بل أن هذه الدراسة تنظر إلى العولمة على أنها مسار وواقع يتمثل في جملة من الظواهر التي تطال كل شيء ذو صلة بالدولة والسيادة.
إن لذلك بدون شك أهميته الكبيرة وصلته الوثيقة بالسؤال المتعلق بالدولة الوطنية ذاتها في الوطن العربي؛ هذه الدولة التي تتفاعل مع العولمة على ميدان السيادة كونياً هي ذاتها التي تواجه عربياً تحديات أخرى ذات صلة بالهوية والشرعية والمستقبل.
العولمة تدعوا للإندماج والدولة العربية بنت شرعيتها وأسس وجودها على التمييز والإقليمية، كيف تجابه الدولة العربية تحدى العولمة؟ إن الفكر العربي مدعوا بكل جدية لأن يعمل النظرفي واقع ومستقبل الدولة والعروبة في آن واحد!.
