يعالج هذا الكتاب موضوعين رئيسيين من واقعنا الراهن، هما موضوع العولمة وموضوع السيادة، اللذين باتا يشكلان الشغل الأساسي لدى نخبة من المفكرين والباحثين.
وبالرغم من كثرة الكتب التي صدرت في موضوع العولمة، إلا أنه لا يوجد هناك كتب متخصصة تناولت الموضوع وإنعكاساته على السيادة الوطنية من منظور متكامل، يحيط بجوانبه وأبعاده المختلفة السياسية والإقتصادية والإجتماعية والثقافية.
وتناولت الدراسة تحليل الإرهاصات الأولى للعولمة ومحاولة فرضها على العالم بعد إنتهاء الحرب الباردة التي أفسحت المجال للعولمة ليصبح العالم مجالها وملعبها حيث سعت العولمة إلى تغيير دور الدولة من راعية للرفاه الإجتماعي إلى دولة حارسة لمصالح أدوات العولمة وآلياتها.
وتعمل الدولة في إطار العولمة على زيادة غنى الأغنياء وزيادة فقر الفقراء من خلال رفع يدها عن مراقبة الأسواق وضبطها، كذلك ساهمت العولمة في تقليص دور الدولة في مجال الخدمات الإنسانية كالصحة والتعليم... إلخ.
ويتناول الكتاب هذه الموضوعات بحيث يسعى لتقريبها للقارئ بصورة مفهومة وواضحة دون مواربة، وقد اقتصرت الدراسة على الفترة الزمنية 1990 - 2000 (دراسة لحالة الأردن) لكي تعكس صورة دقيقة لتلك الحقبة بالتحليل المفصل.
ومهما يكن من أمر، فسوف يلاحظ القارئ بعد قراءة هذا الكتاب بأن الباحث قد قدم مجموعة من الطروحات المهمة التي تستحق التفكير من أجل فهم أعمق لأبعاد العولمة من منظور قريب إلى القارئ.
كما يقدم المؤلف صورة لمرحلة ما بعد العولمة، وهي أطروحة جديدة يستشرف من خلالها المستقبل، ويتوقع إنتهاء العولمة، إذ أنها - أي العولمة - تحمل بذور فنائها.
