أصبحت العولمة هي الشغل الشاغل للعالم بصورة عامة، ولنا على وجه الخصوص. فقد جادل حولها العنصر البشري لكنها تبدو أكثر إثارة وأعلى درجة في خلق الحوار وتناحر الأفكار. ومرجع ذلك أنها تمس مساساً مباشراً وفاعلاً الوجود البشري، وتداعب معتقداته وسبل عيشه وطموحاته سواءً كان ذلك ما يخص "الهوية" التي سعى الأفراد لبنائها والاعتصام بها ما أمكن إلى ذلك سبيلاً، أو ما يخصّ "الدولة" التي مثلت عرينه الذي وجد فيه أمنه وحقق به وجوده ومارس فيه حياته وترك عليه بصماته وأثره وامتداده.
ومن الدولة هذه ينظر الفرد إلى ما حوله وخارجه ويشعر ذاته أولاً، والآخرين من بعده بأهميّته بممارسة أعماله وأفعاله الحميدة وغيرها. ويضع نصب عينيه "استقلالية" وحرية بلده وتمسكها بل تعصبها لسيادتها الكاملة دون نقص أو ثلم. ولا غبار على أن الحديث عن أفول الدول واختراق "السيادة" كمحصلة لحوار الدولة الذي اجتاح التفكير العالمي وممارسته، خاصة الغربية، أدى بنتيجة الحال إلى مراجعة الذات ومتابعة المسيرة التاريخية لها، وإثارة ما اختلف من تجارب وأمور، والركون إلى ما ثبت واستمر من عناصر وشؤون من أجل الوصول إلى الفكرة السليمة التي توصل إلى القناعات الكافية في فهم ووهم العولمة.
في هذا الإطار تدور دراسة هذا الكتاب حول عولمة السيادة والتي تتقصى في مجملها حال الأمة العربية في ظل الأوضاع الدولية القائمة التي يجتاحها شبح العولمة الذي يقض مضجع المواطن العربي في سيادة دولته وسيادة إنسانه.
يتناول هذا الكتاب أهم معطى قانوني وسياسي للعولمة، ألا وهو تأثير هذه العولمة، أو الكونية، في السيادة الوطنية. فيتوقف عند البعد التاريخي للسيادة، وكيف تعارضت العولمة الراهنة مع معطيات السيادة، بما في ذلك السيادة العربية.
يطرح مشاهد مختلفة-قبولاً أو رفضاً-لانعكاسات العولمة على الواقع العربي، منطلقاً من دعوة العوربة "التي تمثل عولمة العمل العربي ضمن وطننا العربي الواحد"، والتي تستند إلى بناء الذات والتفاعل مع العالم في ضوء المصالح والأهداف العربية.
