النظام البرلماني هو واحد من الأنظمة السياسية النيابية الذي لا يتميز عنها بوجود البرلمان الذي يعدُّ أساس مشترك لكافة الأنظمة النيابية، وأنه يوصف بالنظام الوسط بين النظام الرئاسي الذي تتركز السلطة فيه بيد رئيس الدولة في ظل فصل جامد أو شبه جامد للسلطات، وبين نظام حكومة الجمعية الذي تتركز فيه السلطة بيد الهيئة النيابية المنتخبة من الشعب.
إن أهم ما يميز العلاقة بين السلطات العامة في النظام البرلماني هو الفصل المرن القائم على روح التعاون المتبادل بين السلطتين التشريعية والتنفيذية، وذلك عن طريق ما يكون لكل منهما من وسائل الصلة المؤثرة بين الطرفين، ويتميز نمط العلاقة في إطار هذا الفصل المرن ما بين السلطات الثلاثة، بأنه نمط من العلاقات الأفقية المتوازنة التي لا تفترض علو وسمو إحدى السلطات على غيرها، فإن فصل السلطات في ظل النظام البرلماني لا يتضمن على الأقل من ناحية نظرية خضوع سلطة ما لسلطة أخرى.
قد تم الإعتماد في موضوع البحث على المنهج التاريخي الذي يعتمد بالأساس على التوصيف للوقائع كافة، وكذلك إعتماد المؤلف المنهج التحليلي النظمي في بعض الأحيان الذي يعتمد قراءة وتحليل الأحداث وتطوراتها والتحليل المنطقي لنصوص الدساتير المختلفة والقوانين ذات العلاقة بالموضوع بغرض إستظهار الحكم القانوني والمقارنة فيما بينها التي تسهل إكتشاف نقاط التشابه والإختلاف في التنظيم الدستوري لمواضيع الكتاب.
