مع مرور زمن غير قصير على صدور كتاب بعنوان: "العقد التجاري الدولي-العقود النفطية"، وهو وضع في الأساس عام 1986 بنتيجة إعداد المؤلف لأطروحة دكتوراه دولة في الحقوق من الجامعة اللبنانية، نوقشت أمام لجنة من علماء القانون والاقتصاد. وهي تتضمن عرضاً للتشريعات والاتفاقيات النفطية في الدول العربية ولبنان، والتساؤل حول طبيعتها القانونية وخاصة المفهوم القانوني للامتياز والقانون المطبق على عقود الدولة مع شركات الاستثمار الأجنبية، كما أنها تعالج الوسائل المعتمدة لحل المنازعات بين الدول المعنية وشركات الاستثمار ولا سيما بالوساطة والتحكيم.
إن هذا الوجيز سوف يقتصر مضمونه على فصول ثلاثة: الفصل الأول-الاتفاقيات في البلاد العربية المنتجة للنفط. الفصل الثاني-الطبيعة القانونية للامتيازات، والامتيازات النفطية. الفصل الثالث-الوسائل ا لقانونية لحل المنازعات النفطية.
يطمح هذا الوجيز للإجابة عن مسائل محددة في مجال الاتفاقيات النفطية، وما ينتج عن ذلك من آثار قانونية فقط، وهي محاولة لا تدعي لنفسها الكمال، كون المعارف التي كان بإمكاننا الوصول بواسطتها إلى نتائج أهم وأشمل، والمعلومات التي أمكن توفيرها كانت محدودة جداً، أو يشوبها الكثير من الغموض وبعض النقص، وهذا ما جهدنا لتلافيه من ضمن أبحاث ودراسات ومقابلات شخصية مع أصحاب الشأن والاختصاص، إلى جانب مراجعة العديد من نماذج الاتفاقيات أو العقود، ومحاضر جلسات المفاوضات المودعة خزائن الدوائر الرسمية والخاصة أو المكتبات، إلى جانب القرارات والتصاميم، وما إليها من كتب متبادلة بين الفرقاء المعنيين، كل ذلك توطئة للخروج بنتائج محددة وواضحة تخدم مختلف الأهداف المذكورة آنف والتي طمحت هذه الدراسة إلى بلوغها.
