يتضمن هذا الكتاب ثلاثة فصول ومبحث ختامي، ويتكون الفصل التمهيدي من خمسة مباحث، تناول المبحث الأول مطلبين هما التعريف بقانون العقوبات ومضمونه والمطلب الثاني أهداف قانون العقوبات، أما البحث الثاني فكان حول العلاقة بين قانون العقوبات وقانون أصول المحاكمات الجزائية، وتحدث المبحث الثالث عن قانون العقوبات وقواعد الدين، وتضمن امبحث الخامس بيان أن قانون العقوبات فرع من فروع القانون العام، وتم الحديث عن قانون العقوبات العام وقوانين العقوبات الخاصة والقوانين الممكملة أو الملحقة لقانون العقوبات. أما الفصل الأول فكان بعنوان الجريمة، ويتضمن خمسة مباحث تناولت تعريف الجريمة وتحديد عناصرها من خلال االتعريف بها والمقصود بالجريمة الجزائية ومقارنتها بما يسمى بالجريمة التأديبية والجريمة المدنية، كما تناول تقسيمات الجريمة الجزائية و والحديث عن أهمية تقسيم الجرائم إلى جنايات وجنح ومخالفات، كما تطرق للحديث عن الصعوبات التي تعترض التقسيم الثلاثي للجرائم من حيث وجود العذر القانوني المخفف والسبب القانوني المخفف والظرف القضائي المخفف والظروف المشددة، أما الفصل الثاني وهو بعنوان أركان الجريمة فقد تم الحديث فيه بشكل مفصل عن الأركان الثلاثة الركن القانوني أو الشرعي والركن المادي والركن المعنوي.
