يقع الكتاب في ثلاثة فصول ومبحث تمهيدي على النحو التالي: المبحث التمهيدي: تضمن التعريف بعلم الاجرام وبيان رسالته الانسانية وبيان تاريخ الجريمة والاجرام الفصل التمهيدي: تناول فروع علم الاجرام وعلاقته بالعلوم الجنائية الأخرى الفصل الأول: تضمن شرح العوامل الداخلية للاجرام وهي عوامل أصلية ووامل مكتسبة وشمل الحديث عوامل الوراثة والجنس (ذكراً أو أنثى) وعامل السلالة وعامل الأمراض العقلية والنفسية. أما العوامل المكتسبة (العارضة) فقد شملت السن والمواد المسكرة والمخدرات والحالة المدنية للشخص (متزوج، مطلق، أعزب، أرمل) الفصل الثاني: اشتمل على الحديث عن العوامل الخارجية المؤدية للاجرام ومنها العوامل الطبيعية والاجتماعية ومن ضمنها العوامل الاقتصادية والثقافية والدينية والتعليم .
