من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

في كتابه هذا يتحدث الدكتور "عقيل حسين عقيل" عن الرفض باعتباره قيمة تستوجب التقدير حتى تنال الإعتراف بعد حوار ينبغي ألاَ تكون نتائجه تقود إلى المواجهة والصدام. أما استشعار الحربة فبرأيه لا يكون إلا إذا بلغ الإنسان درجة من درجات الوعي على السلم القيمي، أي ضرورة أن يتخذ الإنسان موقفه عن وعي إرادة حرة. وعليه يقول: ... فاستشعار الحرية من بلغها فكراً ومعرفة ودراية ليس له بدَ إلا التقدم إلى بلوغ الحل الذي يحتوي على ما هو افضل... ولذا فمن أجل أن لا يكون للصدام والإقتتال والتطرف دائرة يمتد فيها أفراد وجماعات ومؤسسات ودولة ورأس دولة، علينا أن لانستهين بالآخر ونرفضه أن نلغيه، ولا ينبغي أن نغنيه، ولا نقضيه من شيء ينبغي أن يكون له أو يكون شريكاً فيه...".
يعيب الدكتور عقيل على القوانين والتشريعات والمراسم سلوكياتها التي تمثل صور الأملاءات الملزمة على شكل قانون، حتى يصبح ذلك جزءاً من صلب ثقافة المجتمع، وجزءاً من التركيبة الإجتماعية؛ وهنا يصبح الصراع لا بدَ منه بين المواطن المرفوض وبين القمة الرافضة الأمر الذي يحفز على التمرد والثورة من أجل التغيير وبلوغ الحل...
كتاب هام يحمل الرفض على محمله الإيجابي وأنه من السنن الكونية والفطرة الإنسانية الصحيحة والعقل الصحيح... جدير بالإهتمام.
