أخيراً يصل المؤلف إلى تحديد العوامل الأساسية لضعف مخرجات التعليم، وأهمها قصور برامج إعداد وتأهيل المعلم العربي، وضعف مرونة النظام التربوي وغياب المعيارية، محاولاً إيجاد حلول عملية، لمواجهة هذا الضعف وعلاجه لتحسين الكفاءة الإنتاجية في المؤسسات التعليمية والعربية وتحسين جودة مخرجاتها.
