هذا الكتاب دراسة في الخطاب السياسي الأموي والعباسي وتطبيقاته العملية من إعداد الدكتور مضر عدنان طلفاح من جامعة اليرموك – الأردن. وفيها يستعرض الكاتب مبادىء ومفاهيم أساسية بلورت الوعي السياسي والحضاري للمسلمين، وأثرت في تاريخهم وفي مستقبلهم. وتمثلت هذه المفاهيم الأساسية بـ التوحيد والعدالة والمساواة والشورى.
يرتكز الكتاب إلى ما جاء في القرآن الكريم عن "مبدأ استخلاف الأمة، إستخلافها في النبوة والسلطة والأرض، وكان استخلاف الأمة الجديدة يعني تحويل النبوة والأرض والسلطة إليها من الأمم الأخرى، خاصة أهل الكتاب الذين تلقوا النبوة قبل العرب، فيقول عز وجل واصفاً أهل الكتاب وخاتماً خطابه بالإشارة إلى الأمة الجديدة: "أولئك الذين آتيناهم الكتاب والحكم والنبوة فإن يكفر بها هؤلاء فقد وكلنا بها قوماً ليسوا بها بكافرين. [الأنعام: الآية 89]". يعتبر مؤلف الكتاب أن الشورى صفة أصيلة ملازمة للأمة المستخلفة، وكانت فعلاً حاضراً في وعي الأمة، وميزة من مميزاتها وسمة من سماتها كأمة مستخلفة ...
ما بين دفتي الكتاب سنقرأ عن مؤسسة الخلافة بعد وفاة الرسول (ص) سنة 11ه / 632م، والأسباب التي أدت إلى انقسام المسلمين نتيجة عدم تسمية الرسول (ص) لخليفة له بعد وفاته – برأي الكاتب – حيث انقسم المسلمون إلى ثلاث كتل، لكل منها مرشحها للخلافة؛ الأولى: الهاشميون وبعض المهاجرين، ومرشحهم علي بن أبي طالب، والثانية تشمل أكثر المهاجرين، ومرشحهم أبو بكر الصديق، والثالثة: تشمل أكثر الأنصار، ومرشحهم سعد بن عبادة.
يتوزع الكتاب على ثلاثة فصول ومباحث عديدة: الفصل الأول: الخطاب السياسي الأموي (41-132ه / 661-750م). الفصل الثاني: الخطاب السياسي العباسي (132-334ه / 750-946م). الفصل الثالث: التوازن الإقليمي العباسي: دراسة في التطبيق العملي للخطاب السياسي العباسي.
