وعلى هذا تبحث مواضيع هذا الكتاب فيما يخص "مؤسسة منع السفر" في القوانين التالية: -قانون الموجبات والعقود وأصول المحاكمات المدنية. –قانون 16/7/1962 تنظيم القضاء الشرعي السني والجعفري والذي يشمل القضاء الدرزي على وجه العموم. –قانون أصول المحاكمات الجزائية. –القانون الدستوري (المجلس الأعلى). –قانون 2/ 4/ 1951 مشاريع قوانين أصول المحاكمات لدى الطوائف غير الإسلامية. –قانون 11/ 1986. –قانون التجارة البرية. –القانون الجمركي.
تأتي اهمية هذا الكتاب من كونه يبحث في قواعد تفسير الإستثناء، والإستثناء في حرية التنقل هو "المنع من السفر" أي أنه لا يجوز التوسع أو القياس في تفسير النصوص الإستثنائية توصلاً إلى إيجاد حالات لم ينص عليها القانون بصورة واضحة وصريحة، ذلك أن قرار المنع من السفر لا يجوز إلا في حالات محددة حصراً في القانون ووفقاً للشروط التي نص عليها وهذا ما بحثته هذه الدراسة المهمة والإستثنائية....
