تثير حرية السفر ثلاث قضايا أساسية في: حق ادولة في منع مواطنيها من السفر (الإدراج على قوائم الممنوعين من السفر)- رفض إصدار جواز سفر- ورفض إدراج اسم على جواز سفر لأحد مواطنيها- وأخيراً حق الدولة في إبعاد الوطني والأجنبي.
وعلى ذلك نتناول: التنظيم الدولي للمنع من السفر (فصل أول)، ثم نتناول التنظيم الدستوري لحرية السفر (فصل ثاني)، والتنظيم القانوني للإدراج على قوائم المنع من السفر (فصل ثالث)، ورقابة القضاء الإداري للإدراج على قوائم الممنوعين من السفر (فصل رابع)، والتنظيم القانوني لمنح ومنع إصدار جوازات السفر (فصل خامس)، واتجاه القضاء الإداري في منح ومنع إصدار جوازات السفر (فصل سادس)، وحق الهجرة (فصل سابع)، ومنع الأجنبي من السفر وحق الدولة في إبعاده (فصل ثامن).
وهي دراسة تحليلية تأصيلية لأحكام القضاء في مصر والنظم المقارنة وللقوانين المنظمة للسفر ومنها على سبيل المثال لا الحصر القانون رقم 1959/97، والقانون رقم 1960/89 وتعديلاتهما والقرارات اللائحية الصادرة نفاذا لهما.
